Christian Aid Burundi – Irish Aid Civil Society Programme for A Better World (Development Stream)
Terms of Reference for Hiring Consultant to support SADC and COPED in their advocacy capability with special attention on Sexual Reproductive Health, Gender Based Violence and Social Cohesion

Background
Since 2023, CAB has been funded through the development stream of Irish Aid’s successor Programme titled Ireland’s Civil Society Partnership (ICSP) for a Better World, a five-year programme. Under this programme, CAB aims to address gender inequality and social exclusion as a root cause of conflict and obstacle to sustainable peace and development, with specific focus on Sexual and Reproductive Health and Gender-Based Violence, which includes work to empower women economically and socially to deal with unequal power relations in communities.
The programme works in Rumonge and Makamba Provinces, targeting 6 communes and building on the work of its predecessor PGII. The two provinces face issues related to ahigh level of returning refugees, land conflicts and GBV, and prone to floods and windstorms. The programme will take an inclusive approach within both provinces and actively seek the meaningful participation of marginalised rights holders such as women and girls of childbearing age, people with disabilities (PwD), indigenous Batwa and IDPs so that they are also benefitting from the programme. Where the programme works with existing structures (such as Bashingantahe) the programme will support them to become more inclusive, both in their members and decision-making.
Project outcome:
Root causes of gender inequality and social exclusion are being tackled through i) productive relationships between Duty Bearers and better organized, inclusive communities/ community structures and 2) coherent civil society support for community-led solutions and national legal and policy reform
Specific Objectives:
Objective 1 – Rights Holders: Rights Holders (Women, men, groups, organizations, communities and peoples) are taking action to advance and claim their rights.
Objective 2 – Power Holders: Duty Bearers, decision-makers, & decision-influencers and power holders are taking action to fulfil their obligations and be accountable to the right holders.
Objective
To facilitate the capacity enhancement of the ICSP project partners in the areas of sexual reproductive health (SRH), Gender Based Violence (GBV) and Social Cohesion (SH) and support the implementation of the advocacy work done by SADC.
Sub Objectives:
- Work with SADC and COPED to assess the advocacy capacity development needs in SRH, GBV and SH.
- Develop a mentorship and coaching program that will build the capacity of the partners to be more effective and efficient with their advocacy work.
- Undertake a comprehensive coaching and mentoring program for the partner capacity in SRH, GBV,
- Support the implementation of the program by accompanying the SADC ICSP team
Responsibilities:
- Refine the existing advocacy strategy and support the partners to implement a functional advocacy strategy on SRH, GBV and SH.
- Develop the necessary training materials, modules, tools and resources to build the capacity of the partner.
- Work with the partners to identify key advocacy issues, map key events for influencing, develop key advocacy messages to the target audiences on SRH, GBV and SH.
- Review research documents undertaken by different consultants to provide necessary advice to the partner on the advocacy work implementation.
- Facilitate Mentoring and Coaching session with the partners to build on the capacity.
- Conduct power mapping to identify and engage with key stakeholders, including government officials, community leaders, and partner organizations.
- In collaboration with the partner review the existing advocacy plan that the partner has developed on SRH, GBV and Social cohesion and work at improving it and support the implementation for a period of between 5 months.
- Train the partners on Planning, implementation, and over sight of advocacy tactics, including convening policy events, developing advocacy policy materials, coalition building, grassroots/community mobilization and coordinating influencing efforts.
- Develop and support the partners implement tools for monitoring and evaluating the impact of their advocacy efforts.
Qualifications:
- A minimum of 7 years of experience in advocacy and public policy.
- A degree in relevant field, master’s highly encouraged
- Extensive knowledge of the legislative and political landscape relevant to the Burundian context.
- Strong research and analytical skills.
- Excellent communication, facilitation, coaching and mentoring and negotiation skills.
- Proven track record of successfully influencing policy and decision-makers.
- Ability to work effectively with diverse stakeholders.
Deliverables
- A capacity development plan on how to conduct advocacy in SRH, GBV and Social Cohesion.
- Capacity enhancement of SADC and COPED staff over 5 months
- Produce an improved advocacy plan for the 3 years of the project that is remaining
- Facilitate the implementation of the agreed upon advocacy plan
- Consultancy report
Proposal Submission/ Application Details
- Cover letter: addressed to SADC Executive Director that clearly summarizes your relevant experience and competency as it pertains to this assignment.
- Technical proposal: Not exceeding eight (08) pages expressing an understanding and interpretation of the ToR, a proposed methodology, estimated timeframe to deliver on the assignment effectively, including available start date, and activity schedule. Description of any experience conducting similar activity and cumulative lessons learned. Verifiable evidence is needed to support technical expertise, including references and links to previously completed studies. In the evaluation of the bid, this shall account for up to70 percent including the education background.
- Financial proposal: Itemizing estimated costs for services rendered (daily consultancy fees), accommodation and living costs, transport costs, stationery costs, and any other related supplies or services required for the review and modality of payment. The financial proposal should be in weight to each technical milestone, both in terms of duration and resource commitment. Only candidates whose technical offer will pass the threshold of 30 percent will be assessed under this criterion.
